The lee loading manual lists a load of IMR4198 powder at24.0grains for a 125 grain FMJ BULLET. BUT Nothing for IMR4198 for a 123 grain FMJ BULLET
Does 2 grains difference of weight really matter . Can I use 24.0 grains with 123grain bullet safely?

You should be fine, just do proper load development and look for any problems.
