I have the old speer book i think ver 10 but Speer is very very very conservative that doesn't surprise me. But there are always editorial errors ... better to err on the side of caution. And Start is 10% usually lower so take 6.2 grains off of 62 for 55.8gr for both bullets you listed as per alliant reloader 22
From the Alliant data publication
The powder charge weights listed in our data
tables are maximum. For rifle and pistol loads,
the maximum powder charge should be reduced
by 10% to establish a minimum or starting
powder charge.
