Do previously owned lead bullets need re-lubing?

Do previously owned lead bullets need re-lubing?
If I were to buy some old lead cast bullets at gun show would I need to re-lube them? Or wash them and then re-lube them? I saw some lead bullets for sale and they looked old, not shiny.

I really don't know for sure. I guess it would have to do with the actual bullets. I have used bullets that I lubed years previously and not had any problems. These were lubed in a lube sizer and not tumble lubed.
