my guess would be Yes they can be reloaded but probably not worth it.
A) because they are steel cased
B) Being Russian manufacture I would guess Berdan primed.
If you can get the berdan primers you could reload them but i dont think its worth it.

I have never tried this ,but if it was brass rather than steel I would try ...
But if you had a 55 gal. drum full ,how much could you get at the scrap yard ?

If you want a reloadable brass shell to use as a .410, try the 444 Marlin cases. Russian 410 cases are brass washed steel and they are berdan primed.
If you can figure out a way to drill out the berdan primer pocket and use standard 209 primers , why not go for it. Most shot shells use steel bases anyway. it might be worth a try...

Absolutely NOT!
The cartridge might sort of fit, but it is slightly tapered and is 44cal instead of 45. Plus the 444 Marlin would blow the gun apart due to being a higher pressure cartridge when compared to the 410 or 45LC. But you can reload 444's cases as 410 shells....just be sure to use 410 reloading data.
He is a useful bit of information on different shells used to reload 410's...

I found plenty of info on the internet about reloading those. Uses large pistol primers, #4 RCBS shellholder. I am ready to start gearing up for it.
